The Danish nation-wide Nuclear Emergency Preparedness Concept

A nuclear emergency response plan for Danish territory was first published in Decem-ber 1981 i. The plan focused on the Swedish Barsebäck Nuclear Power Plant and covered the Greater Copenhagen area. During the Chernobyl accident in 1986 the principles of the nuclear emergency response plan for Greater Copenhagen were used for the whole of Denmark. A full nationwide nuclear emergency response plan for Denmark was issued and published in June 1992 ii. The Chernobyl accident also gave raise to a thorough renovation and upgrading of the technical support systems for the Danish nuclear emergency preparedness and response. This included establishment of a new early warning monitoring system, mobile monitoring systems, computer systems for decision support and computer based systems for support of information to the public. In 1994 was launched a new Danish technical assistance programme for Baltic Sea States. The nuclear part of this programme is assigned to the Ministry of the Interior and ad-ministrated by the Nuclear Inspectorate of the Emergency Management Agency. Several of the technical support systems that have been introduced in the Danish nuclear preparedness concept are also included in the technical assistance programme, which means that the Danish concept is introduced in Poland, Lithuania, Latvia, Estonia, and Russia (St. Pe-tersburg region). The present report briefly describes the Danish Nuclear Emergency Preparedness Concept with special emphasis on the technical support systems. The report also briefly describes how these systems are introduced in the Baltic Sea States. Summary The Danish Emergency Management Agency is responsible for the Nuclear Emergency Preparedness and Response System in Denmark. Due to a limited number of professionals in the staff equipment with a high degree of automation is necessary for handling an emergency situation. This equipment includes automatic monitoring systems and systems for presentation of data for decision support. It also includes a computer-based system for individual information to the public. are all developed in Denmark are described in detail. Most of the technical support systems are being exported as technical assistance to former east-block countries around the Baltic Sea. A brief description of this programme is included as well. Except for minor research reactors Den-mark has no nuclear installations on its territory. However there are nuclear power plants in foreign countries close to the borders.
